I was agreeing with the list up until it suggested Signal as a good substitute over a decentralized alternative. Signal requires a phone number to use and their server side is going closed source. XMPP; Matrix or Session would all be better options from a privacy/security standpoint.

Possibly, the word "substitutes" is at the top right and Signal is on the right hand side under "forced centralization" so I took it to be a substitute for forced centralization.
