the python "csv" module doesn't ignore commented-out lines, but the docs *do* link to an RFC...
so yes, some committee at some point met at a golf course and tried to hash out a standard syntax ... for CSV.

@robey They sure refer to "double quotes" a lot, sometimes three or more times in a sentence.
