So there's a chance that Russia might decide to start attacking the undersea cables that connect the internet globally. Current Russian military strategists recommended attacking them, but Putin ignored them when he started his war.
That would significantly reduce bandwidth and so it'd really help to have local or regional copies of resources located on other continents.
Though this might be more important for people not living in the densest parts of the wealthy world.
@jgoerzen has been writing a bunch about tools for asynchronous communication.
There's also the @kiwix project which has a reader and compression tool for storing offline archives of significant web resources like wikipedia (but they have archives of many other sites as well)
