...so for instance if you're debugging a function that processes a lot of data and have a breakpoint in a rare code path, you don't want to handle callbacks on the parts of the code that already work, you want to wait until a breakpoint is active.
And that means the function knowing when its next breakpoint is and making one more comparison on every opcode...
So I've got some more optimization to do to make that not cost too much extra while waiting for a breakpoint.
