My understanding of IPv4 exhaustion timeline:

 we are out of IPs.
we are really out of IPs.
we are really really out of IPs.
we are really really really out of IPs.
we really really really really are out of IPs.
we really really really really really are out of IPs.
we are really really really really really really out of IPs.
