When exactly is it "On" then?

@andrioid "Default" is the value if you don't explicitly set it in your php.ini file. "Development" and "Production" are the values the PHP team recommends for those environments. See also github.com/php/php-src/blob/f2

@ellotheth Thanks for the clarification. IMO, it's still weird to have defaults that you don't recommend. Not in prod or dev 😀

@andrioid Yeah, maintaining backwards compatibility is hard! You want to promote good practices with defaults, but you also don't want to break code that's been running fine for a decade.
