The most serious solution I know of is the Hippocratic License [1] which prohibits use of the software which violates principles of the UN Universal Declaration of Human Rights.
I’m not an expert on any of this but looking forward to learning more.
I hope platforms like https://twitter.com/WIRED will highlight the work being done to find solutions, as well as surfacing the problem.
